Release Raut right away or run the risk of secession taking center stage
The surprise arrest of Dr CK Raut can be attributed to the rough elements of the establishment, as it defies any logic and rationale that a responsible citizen of a democratic country can think of.
Particularly at a time when all creeds, classes and clusters of the Nepali society are expressing themselves uninhibitedly in order to safeguard their interests in the future constitution, those who are in office must display patience, poise and preparedness to listen to these diverse views.
No matter how radical a point of view or a piece of suggestion appears, there has to be total adherence to a pre-ascertained constitutional process before an idea is declined or accepted.
Though CK Raut possessed a drastically different opinion, he was allowed to express himself, and rightly so, by Dr Baburam Bhattarai in the Constitutional-Political Dialogue and Consensus Committee. His idea could have been duly debated and legitimately decided by the CA instead of putting him behind bars. This exceptional treatment of an educated youth from the plains has baffled everyone.
At a time, when there are already thousands of divergent positions that need to be sorted out before a new constitution is drafted, the unnecessary arrest of Dr Raut will only add to the woes. The result is out there for everyone to see: the issue of secession -- that was once dormant and no organized group or a political party or any ethnic outfit was even considering worthy of a discussion -- is now flaring up.
This entire episode strongly indicates that a section of the top political echelon is working overtime to delay the constitution-making process and want to influence even the outcome of the CA at the cost of the people’s long-awaited aspiration of a Federal Democratic Republic of Nepal.
Make no mistake. The arrest of Dr Raut is forcing many to believe that a shadow war has been launched against the idea of federalism and demand for self-determination. This will create further trust deficit among the differing political forces that are already at loggerheads on the issue of HLPC, among many others.
